ZONAL RESOURCE PERSON for supporting implementation of “RMNCH+A” programme in Uttar Pradesh

Duration of the Consultancy: – 1st December 2021 - 31st December 2022

Duty Station: Gorakhpur Zone

Closing date: 30th November 2021

1. Background

Uttar Pradesh is the largest state in the country with a population of more than 235 million. The maternal and child health indicators in the state lag the national indicators. According to SRS 2018, IMR in UP is 43/1000 live births as compared to 32/1000 in India and neonatal mortality rate is 32/1000 live births as compared to 23/1000, MMR is 197 as against 113 / 100,000 live births in India. The under-five mortality rate is also high at 47/1000 as compared to 36/1000 in the country. However, the state has been making steady progress as a result of sustained efforts under NHM.

This project is a collaboration between KGMU, UP, Lucknow and UNICEF. UNICEF supports Government of Uttar Pradesh in strengthening implementation of key maternal, newborn and child health programmes. This includes strengthening of Facility Based Newborn Care and Labour room quality improvement through technical assistance provided by zonal coordinators. ToRs of Zonal Coordinator:

Facility Based Newborn Care

Monitor SNCUs in their districts, share feedback with concerned authorities and support corrective actions
Provide technical support in establishment of NBSUs, monitor quality and provide feedback for corrective actions
Maintain a database of training status of HR posted at SNCUs and ensure that all SNCU personnel are trained in standard FBNC trainings.
Coordinate activities for linkage of facility and community based newborn care programmes in respective districts.
Coordinate roll out of SNCU online MIS in respective districts.

Maternal Health

Monitor high load delivery points under LaQshya, share feedback and support corrective actions
Coordinate planning and ensuring conduction of monitoring visits of Divisional Monitors, District Coordinators and government monitors.
Provide technical support to divisional monitors during Divisional and District review meetings.
Support the facilities in establishment of MLCUs as per the guidelines.
Participate in MDSR review meetings and ensure that MDSR data is used for improving maternal health programme in the districts.

Routine Immunization

Monitor regional and divisional vaccine stores in their zone every month, share feedback and support corrective actions
Coordinate planning and ensuring conduction of monitoring visits of Divisional Monitors and District Coordinators to district and block vaccine stores as per guidelines.
Supportive supervision of Divisional/District monitors to ensure quality of data generated through their visits.
Provide technical support to divisional/district coordinators during Divisional and District review meetings.

Diarrhea and Pneumonia Programme

Coordinate conduction of trainings of programme managers/service providers/frontline functionaries on diarrhea and pneumonia programme in all districts of the zone
Coordinate dissemination of diarrhea/pneumonia (SAANS) protocols in districts of their zones
Coordinate activities to streamline supply chain management related to ORS/Zinc in their districts

Documentation

Coordinate documentation of best practices, innovations, human interest stories.

PIP Implementation tracking

Track status of PIP implementation for selected activities on a monthly basis and share feedback with districts and UNICEF.

The zonal coordinators will coordinate this support primarily through strong technical and managerial support to additional directors.

Monthly deliverables:

Monitoring plan of divisional monitors finalized.
Attend at least one divisional review meeting chaired by Divisional Commissioner. Minutes shared and approved
Attend at least two district review meetings chaired by District Magistrate. Minutes shared and approved
Undertake at least three supportive supervision visits for on the job support to divisional monitors. Reports shared.
Undertake at least three monitoring visits (SNCU, labour room, RVS/DVS).
Quality techno-managerial support provided to additional directors of assigned divisions

4. Duty Station: Gorakhpur Zone

Travel: A minimum of 23 working days in a month
Period: 1st December, 2021 to 31st December, 2022

Geographic location

The candidate will be based in Gorakhpur, UP and will be expected to cover all districts under Gorakhpur Zone. The candidate will be entitled to a hired vehicle for local and outstation travel.

Qualifications, Experience and Skills

MBBS/MD (Community Medicine) or Masters in Public Health
At least 3-5 years of progressively responsible professional work experience in planning, implementation of health programmes at state and district levels.
Fluency in Hindi and English and knowledge of local working language required.
Proficient in using MS-Office, MS Excel and Powerpoint
Current knowledge of development issues, strategies, as well as programming policies and procedures in development cooperation.
Proven ability to conceptualize, plan and execute ideas, as well as to impart knowledge and teach skills.
Analytical, negotiating, communication and advocacy skills.
In depth understanding of the Health program.

Remuneration: Rs.1,50,000/- per month subject to completion of expected tasks and 23 working days minimum.
